At the recent World Petroleum Congress in Madrid, the head of India’s state oil company said he could invest as much as $10-billion in Canada’s oil sands. Let’s assume India does this and that, in return, it ends up importing $1-billion a year of oil sands fossil fuel. Who should be assigned the carbon footprint for producing this oil?
